This would have been less strange if your shooter have the role of Hunter during Journey
As for recovery... Have them make a craft roll during travel; until they do, they can't use their bow. Why? because most archers of the closest historical period were also taught to fletch (make arrows). Perhaps not good arrows, but passable ones.
Fletching isn't hard.
I'd allow carrying extra ammunition, too. 1 point of Enc, one extra out of ammo before actually being out of ammo.

There's a general thread on this subject on rpg.net and a couple of brilliant things have come out of it. One of the things that I liked the best was the idea that a player would never worry about ammunition, until they declared "This is my last arrow!" Doing so grants you a bonus (maybe a Bonus Die in TOR terms) but then you can't use the missile weapon again in that scene.
