Does the high elf have to roll against their normal attribute level, or the doubled attribute level Denizen bestows?

The High Elf only rolls against the normal Attribute level of the Adversary.

Denizen of the Dark only affects rolls actually made by the adversary not against it. This was clarified by Francesco in this thread viewtopic.php?f=7&t=3261

Hmmm. That probably helps a dwarf's Axe of Az in the same way. Cool.
