The stiffness of an arrow shaft is of more importance to matching an arrow properly to a bow than the length. The length is determined by the archer and will be pretty much the same from bow to bow. I have about a 26 inch draw and that remains the same whether I am shooting a short bow or a long bow. Standard draw is 28 inches, this is the length used for determining the draw weight of bows.
An arrow of the wrong stiffness or "spine" will be less accurate. An arrow weighted for a significantly lighter bow than it is being shot from may even break from the stress.
Numenor Arrows and a Grievous Keen Fell great bow is a legal combination in my opinion. The arrows and the bow are two distinct pieces of kit.
As for scrounging orc arrows, Legolas does it at Helm's Deep. I think it fits the game just fine. I don't want to get into tracking every arrow and what happens to it. It is not a difficult thing to build and maintain arrows, and a couple of bundles of arrow shafting is the first thing my archer will put on the pack mule.
This is a game about heroes, and heroes don't count arrows.

This reminds me of the dwarves in Mirkwood wasting their arrows trying to shoot squirrels and deer. A good hazard might be the party's hunter making a test or losing his arrows, having wasted them all gradually during the journey and not noticed. You wouldn't have to keep track of arrows for this; just say you can't use your bow until you go somewhere you can get more arrows.hazard roll and they drop half their arrows or somewhat
