Well, in this case, it's a guy with healing 3 vs. a high elf with healing 2 and skill of the eldar to back it up. Healing is the only survival skill the high elf has so naturally he wants to AP fish with it. But he can't ever roll if the guy with healing 3 takes all the rolls and he never gets a chance.

He could spend AP on other survival skills, or even increase his Healing skill, and then fish for more Survival AP....

He certainly could increase his healing skill...at the expense of making the guy who already has healing 3 slow down HIS AP gain for what is essentially selfish reasons. Explore is covered by the Dwarf. Hunting by the Dunedain...

Since the elf and the dunedain both have decent hunting and awareness, they could swap travel jobs from time to time to fill out their aps (speaking as the dunedain).

Yeah, that's how the game works.
But if that's not satisfactory, heroes could find, and LMs could offer, other opportunities to use those skills. I.e., "ok, everybody make a Hunting test; we need at least 4 successes..." Etc.

...The elf doesn't have a LICK of hunting, speaking as the elf. Doesn't have a lick of explore either

I think at this point, you need to step in a bit. have them share the healing rolls (see my post, above) and award the points accordingly. one player taking the advancement points to the detriment of another seems selfish to me. where's the fellowship in that?

I'm not advocating a particular solution, or saying this isn't a legitimate problem, but with different skill levels, it's not simply a matter of taking turns or something simple like that.

They did start at equal healing levels, but the other guy buffed his healing to 3 with AP so he could be sole healer.

My point, really: the lower level char isn't trying to suck AP from the higher level. they should be working together. I've never had players argue about working together... they generally argue about what they should do, and close ranks when it comes to keeping everyone alive.
