I named it, tentatively, 'Shooting Star'. It's definitely a case of casting spell before firing though Southron. Also, as you noted, you cannot use it to attack an opponent as the arrow would be consumed in flight.
I'm thinking that it would certainly draw the attention of all who potentially see it and could be used as a lure, will o' the wisp style, to draw opponents away from the location of the party as they would instantly be drawn to the path of it's flight.
However, particularly cunning or smart individuals(as decided by the GM) might wonder about where the beautiful bright streak of light in the sky came from, rather than where it was going.
Also, I would be loathe to have it used as an indirect fire method of targeting individuals within a group for Enchanted Sleep. For example, five Orc soldiers led by an Orc Chieftain are approaching and the Elf Archer uses Shooting Star to land an arrow with Elf Lights cast upon it among them. It would have to be randomly determined which one would fall victim to the Enchanted Sleep when the Elf Light is extinguished.

An arrow's flight is a pretty quick thing, or is the idea that the arrow remains alight in the ground for a period?
This doesn't quite feel right for the late Third Age to me. Too flashy and "gaming the mechanics'.
In a different game I would probably say "that is a really clever idea" and allow it, but not in TOR.
