Indeed. By the end of the Third Age the fortress is said to have been reduced to a ruin.

Question: Would the Forsaken Inn, a day's journey east of Bree, be considered to be located at the edge of Bree-land?

From what I understand, most of the Greek city states political boundaries equated to a days march, more or less. So yes I think that would be true.
