I do the following : when there is a really cool Hazard that I want my players to experience, I run it as a planned part of the adventure, but if players get Saurons on their Travel rolls, then I cumulate another Hazard with the first one, to make it worse. I just love how you can combine two Hazards at the same time, to have things go into unpredictable directions.
