Thanks, Tolwen. I know that Círdan must have had enough followers to the end of the Third Age to maintain the Grey Havens and harvest lumber from Lindon to construct the last ships to sail for the Undying Lands.

Something I seem to recall about Lindon is that most of its population, at least by the end of the Third Age (and probably also by mid Third Age) is composed of temporary inhabitants: elves from the Wandering Companies that still linger for a short time (which for an elf could be decades) in the Grey Havens before sailing West. Maybe this lingering elves even use Lindon as a haven to rest while undertaking their last "wanders" through Numeriador. In fact Numeriador is the closest remain of Beleriand, where the glory of the elf-folk first and last shined.
That could imply a certain number of buildings in the Grey Havens that aren't the property of individual elves, but houses and rooms with changing owners over the decades. Much like a quarter in the city composed of hotels or guesthouses.
