I loved that description! It's certainly apt for any map that's in active use with maginalia, notes, updates, corrections...

I think you're being too nice to your players! (although admittedly I do have a nasty reputation when it comes to maps).
Maps are valuable and hard to come by in the Wild (this is not The Shire!), so if I were you I would wait until a player showed some initiative and asked about a map, and then you could suggest places where the PC's could buy them (Lake Town certainly, not many other places).
Furthermore, the quality of the map purchased will depend on how much money a PC is prepared to part with (only a Rich PC will be able to afford the type of map you are suggesting) and where the map is obtained. For example, the PC's could get a free map of the area around Thranduil's Realm from the Elves of Mirkwood (if they asked nicely), but it probably wouldn't do them much good, as the map would be made by a Mirkwood Elf and thus show what the elves considered important.
Think of how maps were done in Medieval Europe and you get the idea!

Since I game with roll20, I add mini picon images of the locale to place in the correct location once the pcs visit.
