Cultured Weapon with Favored Weapon question

Been trying to make a character recently, and came across this, not sure what's going on:

Basically, as book says, you can have Culture Weapon (Axes), for example, of 2, and buy something specific like Long-Axe, but since its an axe, you buy it at 3 as if you already had Long-axe 2...

That being said, that seems to apply post-character creation. How about before? I was using this awesome char creation tool http://azrapse.es/tor/sheet.html that I think... Glorfindel? Made. And according to it, I could buy Long-axe for 2 exp at Char Creation... not sure if it was just an oversight, or if the game intentionally lets you buy a higher rank cheaper; or perhaps it lets you buy Long-Axe 1 and they it stacks with Axes 2 to be 3, but then you're screwed post-CC?

Unsure.

The character generator (while quite a useful tool) doesn't allow you to raise a specific weapon skill from a cultural weapon skill properly during its automated creation function. It knows you have (Axes) 2, but it does not recognize that that translates into having Axe 2, Great Axe 2, and Long-hafted Axe 2 as well. As far as it's concerned all of those skills are 0.

The proper procedure would be to spend experience as if you're raising a skill from 2 to 3, as you say in your post. So you can either raise your (Axes) skill (not normally allowed) and just remember that you actually only have Long-hafted Axe 3 and (Axes) 2, or you could fill in whatever you please, and manually change it to what it should be after the character is created.

This was made by Azrapse. He isn't on the forums much anymore. Hopefully he is around enough to update his character builder when Horse Lords comes out!

Oh. I was sure I found it in Glorfindel's signiture... Well, in any case: another question, while I'm on topic of Cultured and Favored Weapons. No matter how many times I look over the book, I cannot seem to find alternate costs for a Favored Weapon Skill - since Weapon Skills level with exp, and Skills with AP, i doubt i'm supposed to use that table. Or is the only benefit of Favored Weapon skill that you apply the Favored Body (Or Wits) bonus to it when spending Hope?

The cost in XPs to raise a favored weapon is the same as with non-favored ones.
The lower cost is only applied to favored Common Skills when spending APs.
