Interesting. A little bit high fantasy for my liking, especially the search for an artificial equilibrium between factions that do not seem to exist in what we see in the work of tolkien, but an interesting take on it. Nice read. Thanks for pointing it out 
Envisioning Alatar riding a Camel Lawrence of Arabia style across the desert, and appearing at oasis at dusk to tell stories that lift the spirits of men, just to disappear before sunrise is a lovely image in any case.

Well, the precedent exists with Aragorn's wanderings taking him to the distant East and far South (to where the stars are strange--certainly far beyond Umbar which is still well north of the Girdle of Arda/Equator).
I can see how small groups of Teleri (or even Avari) might have migrated or been driven into the lands of the South to inhabit the jungles of Far Harad. I'm not as sure about them being perceived as djinn, but Maiar and other nature-spirits (corrupted and otherwise) might fill that role.
