Question regarding Nazguls:

When they are as Dark Undead, the rules says that when reduced to zero Endurance, they become Craven so they will flee when reach 0 Hate but what happen if the characters doesn't have any bane of Mordor weapon with the following hits? Reduce the hate by one? Nothing instead they found a way to reduce the Hate of Nazgul to 0 by Intimidate?

If I understand your question correctly...
Once the PCs have reduced a Nazgul to endurance 0 (and Craven), their attacks have no additional effect (unless they have a Bane of Mordor weapon, as you noted), so they have to rely on Intimidate.

By the way, when my PCs resorted to wielding torches against undeads, I have resolved it like an Intimidate action.
