The *world games are Dungeon World, Apocalypse World, MonsterHearts, Monster of the Week, etc. (also known as the Powered by the Apocalypse games).
Tale of Years for a second, lower-level group (in the same campaign).

I've heard good things about those, though I've never read or played them.

I haven't either, but my daughter bought (and ran a few times, for a group of her friends) the game Monster of the Week. One of the neat mechanics is that PCs gain experience by learning from their mistakes (when they fail dice rolls).

Yep, XP for failure is an interested part of the system that's very closely paralleled by how AP in TOR works. Both systems encourage the player to be active in the game by rewarding the character.
