p 25 AB - "The (Gandalf) rune is considered to be the highest result
obtainable on the die."

p 22 LMB - "a roll of (Eye of Sauron) is the highest
possible result for monsters and characters serving the
Shadow."

p 115 AB = "On a successful roll, the Feat die result is compared to
the Edge rating of the weapon used: if the result matches
or overcomes that number, the roll inflicts a piercing
blow and the target must make a Protection roll to avoid
being Wounded."

The (Gandalf) rune is the highest value a hero can roll on the Feat die (p 25) so it must exceed 10 and causes a Piercing Wound if the Protection test is failed (p 115).

I could have made my statement clearer by using the phrase - "Edge value of the weapon is 10 or less". This would have included the reverse situation with an Adversary rolling an Eye when attacking which the OP was also asking about.

I'm just learning the rules of the game and running some test combats. Based on what I've read, it seems that whenever you roll the (Gandalf) rune as a player-hero, the roll is a success AND it causes a piercing blow. Is that correct?

Correct, because a Gandalf-rune always beats any weapon's Edge rating. The victim must then make a protection test.
