Sorry but there seems to something missed here. If you use the OGL then the mechanics which are part of the OGL don't change unless you rerwrite a whole bunch of stuff and then it's hardly OGL it might use a D20 but OGL not so much. The flavour will come, I suspect, from the classes rather than any major revamp of mechanics and with such a short timeline there are unlikely to be major mechanical changes which would need extensive playtesting if C7 are to maintain their reputation for solid games.

No, I don't think I've overlooked anything pertinent. Settings like Lankhmar and The Hollow World took many liberties with the D&D game mechanics even before the existence of the Open Gaming License. OLG games can be pretty diverse in their approaches. Witness:
- D20 Modern
- D20 Future
- Star Wars (WotC)
- Call of Cthulhu (WotC)
- Mutants & Masterminds
- The Slayers D20

Of course, those are only a few and there are others, such as Pathfinder and Kingdoms of Kalamar, that adhere much more closely to the core D&D rules. But I trust that I've made my point.

I might be misunderstanding you in some way, but I have no idea how. EDITED TO ADD: You write about a short timeline, but we have no idea how long the game has been in development. Or do you?

Well it isn't something that I'm likely to buy anyway so good luck with whatever comes out. There's enough proper TOR material in the pipeline for me to use. I've hardly scratched the surface of the options even after three years of running a game.
