That was my assumption; anything further north would simply have been impossible to negotiate given the time of year. Wasn't there some mention of it at the Council of Elrond or am I misremembering things?
I do know that the pass was usable immediately following the Council of Elrond (October 25); Elrond's scouts made use of it in search of Radagast at Rhosgobel.
