I've read the Dwarven Crafting rules just now, and found it also odd. Specially since the Gandalf allows for a improvement of 1 on one weapon stat AND regaining 1 point of Hope. In the example, there's nothing said about he point of Hope, which seems to indicate a mistake or something wrong with it. After all, why should the modification by 1 be mentioned, and not the gained Hope point?

To me, the Gandalf benefits are only applied if the dwarf decides to risk it and become driven. It makes the gamble more interesting.

But I could see it interpreted otherwise: the first Gandalf provides 3 benefits, wether you can apply all or only part of them - if the dwarf were at full Hope, for example, he could also not benefit from the extra Hope point (I don't remember if it says "recover" or "gain". If the latter, then it could be added above the maximum Hope, I guess).

And if the dwarf decides not to be driven early in the process, and rolls a Gandalf in his first Craft test, for example, he'll improve the weapon and gain a Hope point, but will lose the chance to become undriven if he becomes driven at a later Undertaking. That's what the example seems to imply, but it lacks the mention to Svori gaining the Hope point, which seems odd to me.
