Has anyone made any Orc Cultures? Yes I know PLAYING ORC's Am I INSANE? No Just really interested in playing Orc's in The One Ring.

There are some variant rules out there. See viewtopic.php?f=56&t=3516 as one example. You may also find some other stuff in the The One Ring House Rules section of this site, and MERP certainly did some stuff you might be able to utilise.

If you want to do that (without actually having a 'bad guy' campaign, then Saruman's Half-orcs and Goblin-men might be your best bets. They are written up as adversaries in Horse-lords of Rohan.

I would recommend looking at some of the old MERP stuff. They had orcs as playable race and did some good work you may be able to get inspiration from.
