Character Advancement design questions

Hi, I am involved in a discussion elsewhere about various aspects of the rules of The One Ring, in particular, the character advancement system. Is there a document or article that explains the design decisions for aspects such as the AP/XP split, the AP earning system, and how these feed into the greater game design and establishment of the mood and tone that the game intends to evoke.

This is a bit of long-winded discussion, but I think it helps too: viewtopic.php?f=7&t=876 (Bear in mind that a lot of the complaints are things that became cleared in the revised rules.)
