Trouble in the Shire

So, using the system for Eye Awareness introduced in the Rivendell book is something my group really enjoys, and we keep the count of tokens used for this on the table for everyone to see. It makes for a great "count down to doom" kind of feeling.

But, one thing that has come up several times in my group has to do with Eye Awareness, Hobbits and the Shire. Let us say that we have a group consisting of only Hobbits (starting tokens 0) and they are on an adventure in the Shire, which I suspect count as Free Lands. It would not be common to see the Eye Awareness reach the threshold, but if that happens, what kind of disasters would be thematically suitable for the Shire?

Any suggestions?

(Yes, as an interlude, I'm considering running a session or two with an all-Hobbit Fellowship in the Shire). :)

Dunlendings smuggling supplies for Saruman and want to keep it quiet so look to 'silence' the hobbits.

Although this really is just an encounter or Hazard.
