1) Is it possible to add the benefits of a cultural reward to a Weapon or Armor made via this undertaking? I didn't see anything preventing adding cultural rewards to weapons with qualities, but wanted to check.

2) Assuming a dwarf PC wants to spend the effort to do something like this for a friend, what sort of requirements do you think are appropriate? I'm thinking 4 or 5 Craft, Smith-Craft, and probably both Year End Undertakings (and that the recipient qualifies via Valor, of course)

1. Nothing is stopping you from doing that, no. Your Woodman can have a Greatbow with 'Made On Anvil Way' later made a Shepherd's Bow if you want.

2. RAW there's no way to do this. You either go there and have it done or don't. Another PC can't do it.

If you want to allow a PC to do it, personally, I'd say Crafts 4 + Smith Craft is sufficient (that being what the smiths of Anvil Way have) but the craftsman needs to have actually already done the Undertaking to study on Anvil Way and needs to spend an Undertaking adding this particular Quality (since Anvil Way is the only place to learn the trick, and it's clearly not easy to do). I wouldn't even require them to be Dwarven.
