Sir Gaming's rules seem inspired by the slipcase edition of the cor book and Francesco's revision of those rules (which he later dismissed). But they look as having their own strong points.

Not so much a dislike of the Travel skill, but in answer to the topic of the OP. Rather than forcing a player to spend starting points on upgrading their Travel skill or taking a Trait they might not want to or that doesn't fit their character idea as it seemed that starting characters had some skill in Travel or Athletics. It has worked fine for my group and we have been playing somewhat regularly since The One Ring was first released.
Hazards still come up, and the players make sufficient rolls outside of Fatigue Tests to gain AP. I also like to have planned events happen during the Journeys to offset the potential of less Hazards, rather than trying to narrate through all the Journey dice rolls. They could be combat encounters, or meeting a notable character in the region, to finding a strange ruin etc.
