Three qualities, of whatever level of power (ie, using standard qualities or the magical ones found in Rivendell), appear to be the maximum that can be added to a weapon or piece of armour. I like that constant.

I feel sometimes as if people forget that you can never have more than five Rewards (and five Virtues), and those who have those maximums are the greatest heroes to come out of Wilderland. In speaking of the limit of three Qualities on a weapon, remember this means it's an object of worth for a hero at least Valour 4—someone suitably famous for his courageous deeds.

And also has put every enhancement into that one weapon or piece of armour which is a signficant commitment. At least with the 3 quality limit they would then have to diversify a bit when they were Valour 5 and then 6! :)

I also fail to see why this is an improvement to a 3 + cultural reward system. It is not the extra reward would turn the weapon into anything rivaling a first or second age weapon after all... And it is a significant investment of rewards in any case so the 3-4 reward items are not that common....
To be fair 2nd edition simply clarified this rule, it was the same in 1st edition but it wasn't explicitly stated as such.

Ayup.

I have this vision of a smith from Mountain Hall who's just *that* *good* at making spearheads. Or axheads. He looks at ancient elven, dwarven, or Numorean works and says, "Yup. That's amazing work. Won't see anything like it in this fallen world. Oh, well. But here's what I *can* do." A very Maine persona.

Or there's that Beorning leatherworker who's armor is like wearing silk. His work's been found by various Elves and Dwarves; "Huh. He does this with cow skin? Those Men sure come up with some clever ideas, don't they?" The Woodsman and the Beornings are flocking to his door.
