Just so I am clear, the best weapon a smith could forge in Wilderland would be a fell keen grievious one?
Anything else would be a magical quality, per Rivendell and Erebor. One magical quality might be in reach of a mortal smith, but it would be the work of a lifetime.

Yes you can mix generic qualities with cultural rewards to a maximum of three in total. So a Woodland Bow can have two more qualities.

Bar the slight advantages that the smiths of Anvil way can additionally confer. See Erebor p.51.

Has there been an official TOR ruling on the upgrading of Cultural Rewards? I don't think I've ever seen one. If you could direct me to it, I'd be most obliged.

Is this what you were looking for?Adding a Cultural Reward to an item counts towards
the maximum of 3 Qualities that can be attributed to it
(i.e. an item can feature up to 2 Qualities and a Cultural
Reward).

Thank you very much Falenthal. That appears to be 2Ed change that was seemingly missed in the PDF(unless my eyesight has failed drastically).

Never noticed that.
I also fail to see why this is an improvement to a 3 + cultural reward system. It is not the extra reward would turn the weapon into anything rivaling a first or second age weapon after all... And it is a significant investment of rewards in any case so the 3-4 reward items are not that common....
