What qualifies as a possible Sanctuary?

Hey eveyone,

I am re-reading the TOR rules in hopes of finally getting to LM a group and I was wondering:

Which location would qualify as a Sanctuary to be opened by the group?

Any "safe" location? Could a character's home be made a Sanctuary (thus allowing that player to roll twice, though being at home)?

How do you handle this?

What can be considered as a new Sanctuary seems to be pretty fluid. The Eagles' Eyrie can be opened as a Sanctuary, as can the Old Ford. This suggests that you could do the same with other locations such as Woodland Hall, Rhosgobel, Bree and Mountain Hall. Even the Easterly Inn may be opened as a Sanctuary; possibly you could do the same with the Prancing Pony. I'm going to say that individual homesteads would not be eligible unless they are especially well defended and occupied by a formidable or important individual such as Beorn. They also need to be able to meet the needs of the Heroes for the period of their stay.

A location like The Shire, which doesn't generally welcome non-Hobbits for extended stays, might be problematic, though some locations within The Shire (Bag End; Buck Hall; the Great Smials in Tookland) might be more amenable than others. Of course if places such as Thranduil's Halls and Fangorn can be Sanctuaries, I don't see why The Shire should be any different (assuming the Heroes have done some significant service for the Shire-hobbits).

Nearly any safe place can be made into a sanctuary. The requirements are an infrastructure great enough to support the company during their rest, and a host willing to take them in whenever they show up.

Here is a list of places mentioned as possible sanctuaries in the various sourcebooks so far: The Field of Celebrant, the Greydelve, the halls of the Elvenking, Rivendell, the eyrie of the great eagles, the Old Ford, Mountain Hall, the camp of the Brotherhood of Outlaws, Edoras, Aldburg, Helm's Deep, Fangorn, Isengard, Esgaroth, Woodland Hall, The Easterly Inn, Beorn's House, Rhosgobel, Dale, Erebor. This list is not exhaustive; you can set up sanctuaries elsewhere.

The Loremaster may occasionally place restrictions on setting up certain sanctuaries. For example, Horse-lords of Rohan recommends that a company that hasn't set up Isengard as a sanctuary by 2990 should no longer be allowed to do so.
