The PDF of the AC will land around the time that the PDF of the LMG for AME. That's going to be like a second Xmas (or breakfast).

About the five new playable cultures, my take is:
1. Dwarves of the Blue Mountains
2. Elves of Lorien
3. Men of Bree
4. Men of Minas Tirith
5. Wild Hobbits
Wild Hobbits aren't fully playable yet, since they don't have any Cultural Reward in Heart of the Wild
Wayward Elves, on the other hand, are already playable.

In what way are Wayward Elves already playable, except in being naughty Elves of Mirkwood? Come to think of it, why does the advertising copy in The One Ring Roleplaying Game and The Heart of the Wild say that Wayward Elves are a variant cultural background? Not native speaker here, so I have some trouble getting your question, but...
Are you asking where are the rules for Wayward Elves? They are at page 77 of Heart of the Wild.
