Yes! And the musical instrument rules too - my Minstrel of the Golden Hall Rohirrim would welcome any such things!

I see no rules for Wayward Elves there. There is a new Cultural Virtue for Elves of Mirkwood, and page 78 has a couple of paragraphs describing who the Wayward Elves are, but there are no rules giving them a "Variant Cultural Background."

That new cultural virtue is only for Wayward Elves to use. If you take the virtue, it automatically makes your elf a Wayward Elf. Everything else in character generation for a Wayward Elf is the same as for a Mirkwood Elf.

While I can understand the deep upset caused by reading "5" and receiving 5.75 or 4.75, let's keep some perspective here. This is not something to be snippy to one another about. Due to the subjective interpretation of what precisely constitutes a playable culture we've taken a stab at an accurate number, in what we judged to be the middle.
Are people already playing Wayward Elves? Yes. So they are a playable culture.
Are they handled in the same way as all other playable cultures? No. So arguably they are currently not a playable culture, in the fullest sense implied by the term.
So it's fuzzy. Please be kind to your fellow TOR enthusiasts when you post - time we take moderating potential flames like these is time away from working on TOR. I mean it really, really is.
And after all, dual-wielding is the thing to be outraged about.

I think that folks were just surprised and confused (with some reason) to learn that only four of the five "brand new playable cultures" seem to actually be brand new. This seems to be a definition of 'new' of which I was previously unaware (to paraphrase Arthur Dent).

I look forward to expanded variant Cultures, especially Wild Hobbits! I've had two of them in my enduring Campaign thus far and had to dream up extra backgrounds for them myself.
Also, this idiot only just noticed the PDF will come later in the month, after a night spent refreshing his mailbox. I'll stay clammy-handed for a few weeks longer.

OK, I say it now...
I don't believe you a word about the dual wielding.....
This must be this famous "British sense of humour", right?
But I am from Germany, and WE ARRRE NOT FUNNY!
Jon - there are no rules for dual wielding, admit it!
