It seems to me that to balance that out they have higher/more starting common skills ranks. They still have the standard Qualities to pick every time their Valour increases.
I would be also more interested on having additional Backgrounds, because some of the Shire Hobbits ones don't fit at all to Wild Hobbits.

I don't think their common skills are higher, necessarily...
Remember, the first rank of a skill with chargen points costs 1, second rank costs 2, third rank costs 3...
Now then...
Normal Hobbits...
Awareness 2, Song 2, Travel 1, Insight 1, Courtesy 3, Persuade 2, Stealth 3, Search 2, Riddle 2
That's 3+3+1+1+6+3+6+3+3=29 points
Wild Hobbits...
Athletics 2, Awareness 2, Explore 2, Song 1, Inspire 1, Courtesy 1, Insight 1, Healing 1, Stealth 3, Search 2, Hunting 2, Riddle 2
That's 3+3+3+1+1+1+1+1+6+3+3+3=29 points.
So Wild Hobbits did not gain a skill advantage of any sort at all. Skills for all cultures should always add to 29 points, just as their base body, heart, wits must always add to 14 points. By lack of Cultural Rewards, they simply got gypped, and it'd definitely an oversight of C7 if they've got no cultural rewards to make up for the lack of their normal ones. The loss of King's Blade is especially painful, after all.
Thus, if I made 'the most balanced culture in the universe', I could give them 1 rank in every common skill at 1, (18 points)...then I could make one skill rank 3 (+5), 3 skills at rank 2 (+6), and that too would add to 29 points and be balanced.

Indeed, the skills points are just rearranged not increased.
That being said, I'm working on some backgrounds and cultural rewards for the Wild Hobbits. Personally, I'm a fan of the idea of the Wild Hobbits using spears (I was tossing around the idea of a Fishing Spear) and axes (perhaps obtained from the River-Folk) as their preferred weapons (though perhaps a River Pebble as a throwing stone might be in order), as I think it fit more with their frugal standard of living. This would also expand Hobbits from primarily using short blades (I would note that none of the other Cultures in the Anduin Vales appear to use swords) and bows.
Any thoughts?

Yeah, I think if players wanted to take the wild hobbits houserules would be needed from the Loremaster to cover virtues and the like...
I love the axes idea... as for spears, would a "spear" count as two handed for them... hum. But conceptually it's cool.

Is the source code available somewhere? On Github maybe? I understand if it's not, just wandering. I would love to be able to contribute to it's development and improvement if possible.

First, thanks for the compliments! That someone else would willingly want to contribute to some code I wrote is the best compliment one could have.
However, the code isn't in any public repository.
Honestly, I wrote it while I was learning web development and, to say it softly, it shows.
I would need to do a good refactor of it. I don't really think you would like to mess with it right now.
Too much jQuery and to little proper software architecture.
Although that is only the client part (that you can inspect already if you check the sources in your browser). The server part isn't so bad.

I have similar plans myself, although they differ a little. As far as cultural rewards goes, I had a crazy idea about them finding (looting) stuff along the Anduin, as the example of the Wild Hobbit in HoW found a knife and turned orc-slayer.
