Here's my take on the complete list of heroic cultures, including special variants. Have I missed any variants?

Does Shieldmaiden of the North count under Riders of Rohan? Or, similarly, Men from Harrowdale?

Since one simply has an optional alternative Cultural Blessing and the other an optional alternative Cultural Virtue, I don't think they're variant enough to be considered variants. Both would still claim to be of the Riders of Rohan heroic culture.

You're probably right. I find it slightly ironic that Bree-hobbits are actually presented almost more as a variant of Bree-men (or is that fair to say?).

Yes, since they're listed in the Bree-men's description. They're a combination of Shire-hobbits and Bree-men.

Elves of the Grey Havens (a variant of High Elves of Rivendell?)

Men of the Falas/Southern Gondor (Knight of Dol Amroth should go somewhere, probably as a Virtue to develop)

Those two are the ones I'm still expecting to be "normal" playable cultures.

After those, Lossoth, Woses, Dorwinrrim and Haradrim (the ones from the north do or did trade with Gondor. They could be as playable as Dundelings are) sound like funny excercises to me.

Yes, I thought they would be in the AC somehow. Having Dwarves of the Blue Mountains to play, but not Elves of the Grey Havens, feels weird.

I would really looking up for Woses as a playable culture. I see them as a parallel to the Hobbits, a mannish race with a mortal fate, yet different enough to be a game changer.
