You explain this well Stormcrow. In some ways, having agents of the Enemy - at whatever time you set your chronicle - can add challenging villains that (likely) won't end up as TPKs. In this example, Bill Ferny, Harry Goatleaf, and/or the "Slant-eyed Southerner" make quite a nefarious trio.
