This is allegedly a hardcover volume and we've speculated whether it might cover all or most of Western Eriador. However, no one has reported anything substantial about it yet.

My latest hope is for a Prancing Pony with enough detail that it almost becomes a mini-game. I'm not even sure what I mean by that (some especially interesting undertakings, maybe?) other than that it should be fun to return to it.

Hmmm... Could the Prancing Pony be used as a Sanctuary? I'm not sure; it's a village inn and might not be able to offer within its walls the same range of resources as a remote hostelry such as the Easterly Inn. That isn't to say that Bree itself couldn't be a Sanctuary.

Like Laketown, Bree might also be an automatic sanctuary due to its cosmopolitan nature. That's probably how I'd do it.

Wasn't Laketown given the status of a Sanctuary because it was assumed the PCs started there? If that's true, and if the characters started from Bree, that would make sense to make it a Sanctuary for them as well.
Adventure Summaries for my long-running group (currently playing through The Darkening of Mirkwood/Mirkwood Campaign), and the Tale of Years for a second, lower-level group (in the same campaign).

CoolStuffInc is listing Bree at the same price as Erebor (a 112-page book), suggesting it won't be the "western Eriador" supplement some people are hoping for (Rivendell has 144 pages).
