Biting Dart Enchanted Quality

A hero in my campaign has found a bow with the Biting Dart Enchanted Quality (one of the more colourful qualities in my opinion). But a few questions arise.
- Can the hero make two Called shots? Can both of them in that case be Rain of Arrows?
- I am inclined to make the ruling rule that one of the attacks is the "main attack" with a possible Called shot and that the other attack roll is a standard attack.

And is it any good? Having to succeed on two attack rolls can be both a blessing and a curse. I am thinking of letting the hero choose between using the quality or not before the shot. Sometimes it's better to hit once, rather than risking missing altogether. Have any of you tested the quality in actual play and how does it hold up?

Whatever attack you make, treat it as two attacks, both of which must hit.

Yes, it's a great quality statistically, but only when you get higher skill, and it's always better vs relatively lower TNs.

At skill 2 it's kind of bad all around, at skill 3 it's only good against lower TNs, by 4 it's good all-around (and great vs. low TNs)

I've seen it in play and it works quite nicely. The PC who has it is quite skilled, though, which improves the chances of it working well.
