I have the Italian version of "Hobbit Tales" and in the section regarding how to use those cards in a normal One Ring rpg game it is explicitly said that, if no one volunteers, everybody suffer the effects...

So, it is official! Nevertheless, they maybe forgot to put it in a more explicit way in the Core Rules..

The english doesn't make it as explicit.
