There's zero chance it happens sadly.
Cubicle 7 licenced the rights for The Hobbit and The Lord of the Rings from Middle-Earth Enterprise, while the rights for every else belongs to the Tolkien Estate (so the Tolkien family).

I am aware of that. I was playing around but there is always hope things might change one day!

As for first and second age stuff...

I think we might as well save ourselves time and homebrew it. That's a task we can finish. Convincing the Tolkien estate their Silmarillion material should be officially published is not.
