I didn't mean that nicknames should form surnames - I was trying to give him a compromise between the two extremes so he could allow his player some leeway

But when you look at it, aside from the Hobbits who have surnames (eg. Took, Baggins, Gamgee, Brandybuck, etc.) and the people of Bree-land ( eg. Barliman Butterbur, Bill Ferny)...Not sure if it applies to all of Eriador; most culture and people in Middle-Earth seems to only use a Given Name with sometimes a Nickname or a Patronymic.
