Yes, but it is also possible that they knew how to make such a sword in the first place. With the Noldor it's quite possible that there could be some 5000+ year old smith who used to make such weapons in the old days. Or several! It's quite possible that the elves can still make some great items, but choose not to do so, or at least to do so sparingly, so as to not draw the attention of the Eye.
But whatever exactly happened isn't really important, since it's not something that is going to be duplicated. It's possible that an epic item could be introduced in a campaign a reforged by some skilled Noldo NPC, but such a task would be a very special "one-off: occasion.
Unless...
---the Loremaster decides to base a campaign around recovering a set of lost items for some great purpose. Hmm..didn't Ilsidur remove his armor at the banks of the Anduin in his attempt to to escape the Orcs?

I see it more like the time of elves is fading and such a smith doesn't think there is a good reason to forge any such a weapon.

I played around with statting up some of the 'Epic' weapons of Middle Earth when Rivendell first came out, like Belthronding, Anduril, Anglachel, etc. Assuming you can be a little flexible (ie, despite not being from Khazad-dum, Anduril has both Elven and Dwarven virtues, due to being reforged) it works surprisingly well.
In my write-up of the blade, Narsil Reforged looks like this: Gleam of Terror, Flame of Hope, Foeslaying; Bane: The Enemy. It's genuinely awesome, and not really made for a PC to have. Of course, other people's opinions might vary, adding or subtracting qualities, but I felt like Anduril needed to be somewhat of a physical threat to Sauron (since it did cut the ring from his finger), but was more important as a tool of leadership and morale.
