Yes, but it is also possible that they knew how to make such a sword in the first place. With the Noldor it's quite possible that there could be some 5000+ year old smith who used to make such weapons in the old days. Or several! But whatever exactly happened isn't really important, since it's not something that is going to be duplicated. It's possible that an epic item could be introduced in a campaign a reforged by some skilled Noldo NPC, but such a task would be a very special "one-off: occasion.
