You're actually comparing two different targets of your body. The true comparison would be this: is it worse to have your arm, or leg, crushed by a well-placed mace hit, or amputated by a well-placed sword or axe swing?

A broken bone can heal, a cut-off arm not so much...

Yes! We can modify the character sheet to have "Armor", "Endurance", and "Wounded" boxes for six different body locations. On the back of the sheet we can have a table of modifiers for different weapons against different armor types.
