Rich, are you suggesting that the sequence of those two paragraphs actually suggests an abstraction of events, such that if the High Elf in question rolls an "Eye" while outside an Elven Sanctuary, that the result should be interpreted not so much as a failure to execute the skill, but rather that they never really attempted it in the first place?

That's how I'm interpreting it, and I also like it a lot. It also requires a mature role-player to implement that properly.

Not Rich, but that's how I interpret it. The High Elf gets ready to perform the action and then says "Oh, what's the point? In a century, all of this will be in ruins anyway... I might as well have slept in again." Or something like that. :)

Yep, the end result is still the same (ie, the elf failed at the task) but they didn't even attempt it. Therefore from a game point-of-view I'd let another character attempt the task; even if usually it was a one-shot task.

... I'm also thinking about adding some house rules around this with regard to 'sea longing'.
