If the hazard cards replace the table where you roll for who gets the action (LMB 35), then, no, there's no sorting and sifting. Draw one, and if the terrain is appropriate, use it. If not good for the terrain, then draw the next one.
Just keep the numbers proportionate to the table...

3 guides to 2 huntsmen to 2 scouts to 2 lookouts to 1 whole group. A standard 56 card pack* would be 5 such sets, plus 6 extras (I'd do them as specials for a specific skill, myself).
The terrain on the map includes mountains, foothills, plains, forest, and river...
Do a double pack of 56 and you've got 112 cards - 11 sets plus 2 spares...

I was reading up about the Hobbit storytelling game and noticed in the write up
Adding 2 and 3 and getting 21 I wonder if this is what was meant by as I know the game can be used in conjunction with TOR."may play appropriate/matching 'hazard' cards that "

That quote was by me, not the official write-up. The Hazard cards are only creature/opponent cards not the wide range of Hazards as found within the RPG. My guess is that the Adventure Cards and Hazard Cards can be used within TOR to create encounters on-the-fly (or even link a few of them together to form an adventure) for LMs struggling for ideas and short of time.
