Zed/Rich, I see your point and how the pregen don't really help clarify the rules.
Myself, I understand that Travel Gear only comes into play when -as it's name says- the heroes travel.
If I had an entire Adventure Phase taking place in Dale, during the Gathering of the Five Armies (as I happen to have in 1 or 2 weeks...), why should someone calculate the Traveling Gear into his Fatigue?
So, the doubt is: When the group begins a journey, should we add 2 or 3 points to the Fatigue Threshold before the travel rolls begin (and then again on failures), or only when a Travel test fails?
Agreed that the rules are confusing, but my option is to apply the Traveling Gear Encumbrance only when tests are failed.
There's my vote, in case anyone wants to make a poll.

If the added travel gear encumbrance in conjunction with, say, treasure encumbrance that the character picks up during their adventuring pre-travel and then the endurance lost during the action is below the point where the character becomes Weary, THEN they begin a Journey... If you didn't factor in the added travel gear weight at THAT point and instead factored it in once a failed roll occurred, wouldn't that let someone who would normally have reduced mobility due to Weariness travel at speeds that are technically impossible? Am I wrong? I thought Weariness caused your journey speed to diminish...

Guys, this matter really is not that big, any LM is free to judge for his own group, but it would be nice to have an official answer. I think reaching a shared ground, the one intended by devs, benefits the community of TOR gamers! It is also good we people discuss about such matters!

HotSnow, Falenthal is right, being Weary only affects 1,2,3s and does not dimish your traveling speed. It dimishes your healing rate.

Would it effect how much the character healed whilst journeying then? I still feel traveling gear weight is best factored in beforehand to figure out whether that member is traveling Weary or not

Nope. But he's going to fail more Fatigue tests with all the 1's, 2's, and 3's counted as zeroes.

Big mistake on my part, Weary does not diminish your healing rate, got confused with Injured...
