How did he keep his hope up during the war of the ring?

Fellowship Focusing Frodo...and later Legolas, presumably...doesn't seem like enough to keep the man's hope high for the entire war of the ring.

I gets the feeling he got a lot of spot rewards for certain moments like seeing the Argonath. Possibly got a new level of Wisdom and took Confidence as a reward.

What do you spend Hope on when you've 4-6 in every skill?

I agree. My game has reached a fairly high level now with characters who've played through thirty years of time and a significant campaign. At this point they rarely need to spend Hope regularly. I would assume Aragorn was tougher than the PCs in my group.

Yeah. Aragorn likely has other 'abilities' that the Ranger of the North culture simply doesn't have access to.

And anyway, I wouldn't expect to map both every detail of the books and every non-player-character to the rules for player-heroes. It may be a seductive intellectual exercise, but that way likes madness.

That's one idea.

But I can see a group where people want to play the Fellowship of the Ring and recreate the War of the Ring.

"I want to play Aragorn." "Okay, I'll play Legolas." "I'm playing Frodo!"

Consider that type of game when I ask this stuff.

Then they'll need to make up stuff to play those NPCs.

That group could also play CODA or MERP. They both have all characters stats. If playing MERP, I would definetly recommend getting the rules for HARP, an improved and more modern MERP published by ICE. And the stats from the original MERP and Rolemaster books are compatible (more or less).
