I think I made a post in another thread about this but can't find it right now.

I had Shanker as a Man of Bree, not a good person but not a completely evil one. He knew his way around old tombs and made a good living robbing them, which means he was pretty good at it. He used to rob tombs in the Wilderland and sell whatever he found in Bree. However, the Rangers caught up to him and a Ranger woman followed him into the Wilderland and sought Beorn's help in catching him.

He had run into some Barrow-Wights near an old Númenorean site in the Misty Mountains (a ruined fort guarding a now-blocked pass over the mountains), which is where the players found him and rescued him. He chose to go to the west with the Ranger to serve the Rangers in the future.

For a fellow who was initially conceived as nothing more than a pipeweed clue delivery vector, Shanker really has come up in the world.

Yes, I've used it recently in Kinstrife for giving the players clues about Oderic's whereabouts and where to find him.

I can't concive how Tolkien didn't include him in his works.
