Them being added to the 10 is RAW, I believe.

Thus, a character with 6 heritage XP starts like a High Elf if he's a Mirkwood Elf.

And so on.

It's not clear at all that it is the case from reading the text. It mentions Experience points, but in "Previous Experience" they are only referred to as "points." For RAW to be that those points go to previous experience, you have to believe that:

1. "points" spent on Previous Experience are called "Experience points"
2. That the points listed in the Heroic Heritage table are not normal Experience points

It's certainly possible, but not obvious.

On the other hand, using those points for Previous Experience makes much more sense when you look at the impact they make either way. It would be odd that a character retiring with 250+ XP would only get one year's worth of XP for the next one (13 XP per average per year is cited on the same page).

Yep, like Doc's explained in the above post it isn't clear that they are used in this way as the points in character generation aren't referred to as Experience Points whereas they are explicitly called out as such within the Heroic Heritage section. However, looking at the small amounts obtained from Heroic Heritage, and the lack of reference to APs, I think it makes sense that they are used in the same way/additions to the points spent as Previous Experience during character generation.
