It doesn't stop Aragorn from having the opinions expressed in the section being discussed; whether he was leader in waiting or active or some other. I'd be more concerned that he doesn't have a listed opinion about the Elves of Rivendell. Halbaron would be great if one doesn't mind using a non-canon character (from the fan-film Born of Hope).
I've seen the birth-year of TA 2916 attributed to Halbarad, but that might also be from Born of Hope. It is fact that he was one of the Rangers who guarded the borders of the Shire prior to the War of the Ring. I'm not as certain about the assertion that he and Aragorn were cousins (although Aragorn does call him 'kin'). Might that also be from the fan-film?

You're right, I got confused by Born of Hope. I think Halbarad's birth-year is also non-canon.
In LotR Aragorn calls Halbarad "kinsman" but we don't know how they are related exactly.
