Might work. Not sure about limiting it to a spesific number of enemies, though, but I'll give some thought to how Edge should work.
The reason I'm using Attribute Rating as a limit is to avoid getting groups of three Black Uruks and other nasty enemies. But I could see, for instance, some kind of bigger orc and his two goblin lackies fighting as one group. Orc faces the enemies while the nasty goblins stab the characters in the back, pull their cloaks and so on.

Personally, to simplify it further, I'd only build grouped enemies of the same type of creature as this seems to be a significant motivation for grouping them - ie, making weaker enemies into a more dangerous threat that can also be resolved in combat quicker than having them as separate individuals.

On a slightly tangential arc I've played with the idea of making combat more dangerous when facing multiple opponents limiting a characters parry and shield modifiers so that each can only be applied to one opponent. So, if a PC is facing off against 3 Orcs; he can assign his base Parry against one of them, his shield to another (or the same one as his Parry if he wishes), leaving the final creature 'free' of any parry modification to his base TN.
Obviously the above is going to be far more dangerous for PCs than NPCs as they are more likely to be outnumbered in combat which is why I'm unsure with implementing it. However I do like it and think it would make players think about how and when they engage in combat.

Maybe, if you want to model an Orc chieftain aided by some smaller goblin, you can use the same rules as for the Hound of Mirkwood: the goblin pulling at your cloak, in your example, make the hero Weary, etc

Well, I'm not sure it's a good idea to simply use swarm tactics against PCs and then weaken their defenses. They're supposed to be heroes, not suffering the death of 1000 cuts every time they turn around. It's worth remembering heroes never get more endurance as time goes on, except for that one virtue they can take which they most likely won't.
Just...be wary of nerfing the defensive tank setups.

Ahem. It weakens defensively focused characters who may be attempting to get the highest parry possible in order to be as difficult to defeat, and more importantly weary, as possible.
